Play the San Francisco level and go to the dock that has buildings on it, along with dirt and a hot-dog stand. You can see Alcatraz from the end of it. Go to the left side, and find the ramp made of dirt. Drive your car to the side as if to hit the side of the building that touches the ramp. You will fall right through and sometimes start on top of a building.
