Enable the boolProp testingCheatsEnabled true code while in neighborhood view, then go into a house. Hold SHIFT and click on a Sim. Change their aspiration to "Knowledge". After that, go into the career panel. Drag the mouse over your skills so that all of them are on 9. Next, fulfill some aspiration goals so that one of your wants is to maximize all skills. Then, lock that want by right clicking it. Then, do something to raise your skills (such as studying cooking, practicing in front of a mirror, etc.). Once you see the blue meter appear over your Sim's head, drag the mouse over the skill you are raising so it is now 10. A message that reads you have gained a skill point should appear on the top right side of the screen. Repeat this with the Knowledge aspiration and you will get about 30,000 Aspiration Points. You can change the aspiration to something else after this.
