If you want to play as Rios but are stuck as Salem or vice versa, start the game with a previously saved game available and choose Campaign mode. Select single player, then a new campaign. Chooset the character you want to play as, then exit and do not start the new campaign. Then, select either "Continue from Checkpoint" or "Select Mission".
