Unlock Mr. Satan and get him to level 50. Go to West City and break down the level 50 door to ZZTV.
Hint: Get Fish Easily:
Go to the tropical islands and kill the bad guys near the water or kill the kuma bears in the west city to get fish easily. With three fish, you can get a senzu bean from Korin.
