Get the 3rd Hokage Scroll:
Complete the game and acquire Rock Lee. Complete it once more with A ranks and the 3rd Hokage scroll will replace the Kakashi Scroll.
Get Rock Lee:
Finish the game, save it, and turn off your GBA and then back on. Next, choose continue at the main menu, then choose completed. Rock Lee will be available for you to select.
