Acquire New Game+:
During a 2nd playthrough of the game, complete the game.
Get E-123 Omega:
On the 5th chapter, you’ll go to Metropolis. Lead Tails’ team to the northern part of the zone and go as far west and north as possible. In a small building, you’ll locate a robot named E-123 Omega.
Get Cream and Cheese:
Solve the bridge puzzle at Green Hill Zone. After finding her, volunteer to help her solve her issue. She wants to locate Cheese the Chao. After you acquire Knuckles, climb the yellow building to the east of her location and go into the door at the top.
Get Rogue:
When you get to the location after Green Hill Zone, go to the red dot on the map where you'll find rogue. Follow her to the General. Speak to him and Rogue will join you.
